Starting July 1, 2025, the state of California will increase its cannabis excise tax rate from 15% to 19% of gross receipts from retail cannabis sales. That’s a 26.7% increase in tax burden overnight — one that hits both cannabis operators and our community of customers squarely in the wallet.

The state’s justification? It’s pegged to the removal of the cultivation tax in 2022. Instead of building policies that support a thriving legal industry, regulators are simply shifting the burden downstream — onto retailers and consumers.

On or after July 1, 2025, all cannabis and cannabis product purchases will include the new 19% state excise tax. That’s on top of local taxes and sales tax. In plain terms: what you pay at the register will go up.
